The kingdom has ramped up pressure on multinational corporations to relocate their central regional operations to Riyadh. Government mandates now stipulate that firms lacking a local headquarters risk losing access to lucrative state contracts, a policy designed to challenge the dominance of Dubai and Abu Dhabi. By establishing this hub, BNP Paribas joins a growing list of global entities aligning their Middle Eastern footprint with Saudi Vision 2030 objectives.
BNP Paribas Secures Riyadh Regional Headquarters Licence
Saudi Arabia’s push to transform Riyadh into a preeminent regional financial hub gained momentum as BNP Paribas secured a licence for its regional headquarters. The announcement follows a meeting in Paris between Saudi investment minister Fahd bin Abduljalil al-Saif and BNP Chairman Jean Lemierre, marking a significant shift for the French banking giant.

BNP Paribas already maintains a presence across the Gulf, with existing offices in the UAE, Qatar, Kuwait, and Bahrain. This new licence upgrades their commitment to the Saudi market, moving beyond a standard branch presence to a centralized regional structure. The move underscores the bank’s strategy to integrate deeper into the Saudi financial ecosystem while navigating the competitive landscape of the Gulf Cooperation Council states.
